Why SpaceEngine's server is in the US?

I installed the Country Flag+ addon in Firefox and it says SE server is in the US, and the IP address is 104.21.13.188. So who owns the server of SE? Is SpaceEngineer safe now? Is he in Russia or in the US?

Space pirates are cool. Space engine pirates are not. They used to offer old versions for free, not sure if that's still a thing. Grab one of those while you save up the what..$30? Add it to your steam wishlist and it might go on sale. Don't buy it off one of those discount sites that don't support the developer.. It's like one dude giving us gold for pennies and updates for free.

Would we use it to have conversations like Skype? I think that could be a worthwhile shot while we look at other worlds and talk about the cosmos.
