I think that if we want to realize a fleet, we actually control multiple spaceships as a whole, or we only control the position of the flagship in the fleet, and other spaceships follow the preset method. A less sci-fi and more revealing example might be the space station and accompanying satellites, which neither get too far away nor collide together.
