Nope. That's just an urban myth. It isn't even visible much from low-Earth orbit. Modern human cities are the only technological marvels that are visible from space.

And even the physical cities themselves, if they are dense enough. Los Angeles can be seen clearly from the ISS (of course visibility is inhibited the father one goes up):

Wow thats gorgeous! I remember seeing images of seeing people on the ISS from telescopes as small as 8" SCT!
