Unfortunately there is a technical limitation
Space Engine's terrain is stored on the GPU and, for some reason, it's not easy to get the angulation, the height is the only value that can be calculated "easily". This is why planets doesn't already have accurate collisions, and ships doesn't "lay" on the ground but just stop their motion as soon as its height is lower or equal than the one of terrain. So, until this problem is solved, creating bases would be just an aesthetic thing, and you should carefully put the base at the right position... manually. Anyway, I'm pretty sure you can already do something similar with the current engine, I've seen some images of things laying on the ground, yeah it's not like "select x type of building and put it on the ground", but hey
