It is not a bug. I just did not pay attention, because the whole thing is really only meant to be viewed from afar. Then you can not see if the moon is tidal locked or not.
Incidentally, the size of the moon and the sun, viewed from the earth, are also not correct.

There are two (minimally different) versions, for SE 0.980 and SE 0.980_e.
Put this files in 'addons\catalogs\planets'. (Depending on which version you use.)
Unzip these archives into the 'addons' folder.

I have a version for SE 0.980 and 0.980_e.
Put this file in 'addons\catalogs\stars': Incipisphere.sc
Put one of this files in 'addons\catalogs\planets': Incipisphere-0980.scIncipisphere.0980_e.sc
Put this file also in 'addons\catalogs\planets': SkaiaAsterBelt_500.sc
This is a Planemo system! In order to see something, the ambient lighting has to be set high!
