any news about civilizations and procedural life? I'm asking if you have any idea of a code that eventually in the distant future can be implemented or is still in the "uncertain if possible"
In such a hostile universe it is not necessary be the center to be special, just be alive

This is probably even imposible to do realistically. Even there's going to be dispute about space civilizations been a realistic idea in the first place.

This is probably even imposible to do realistically. Even there's going to be dispute about space civilizations been a realistic idea in the first place.
Maybe with a generation ship or using some exotic means.

We exist, so it is plausible.  The problem comes in when you try to use humans as a baseline, sadly if intelligent life were added that would have to be the starting point.

0.9.9.0 is on the way, but there's still a lot of white in the todo list. I wonder if version 1.0 will contain all or only part of it and, if that is the case, which part?

I would predict that by version 1.0, 30% of the white on the list will be done. I could even make a list of which features those might be, but it would be little more than an educated guess.

That would be interesting. I think the development in future will focus on the graphic part, maybe we'll see some improvements in generation, like labeled mountains/lakes/etc ("Displays the names of objects on the planetary surface"and water/clouds. I don't know, I wouldn't bet on it.
The universe is not required to be in perfect harmony with human ambition.

I'm curious, how do game devs figure out what goalposts to put where? For SE, as you mentioned, 1.0 happens when 30% of the to do list is completed? Why not 50% or 70% of the to do list being completed before releasing a 1.0, for example?

You misunderstand. It's not like a list of goals is drawn up and then it's decided that "when 30% of this is done, we'll call it version 1.0". This is a (very incomplete) list of things that aim to be accomplished during the ENTIRE FUTURE HISTORY of SE development - it's a wishlist, basically. It includes things that obviously won't be pursued until serious development starts on SE-based games, which will obviously be after v1.0.

My 30% prediction is based on going through the list and seeing which items are likely to be deemed essential to develop for SE to be sufficiently completed to call it 1.0. But as with most software, development doesn't stop at version 1.0, and work will continue to be done even after that, adding features that may not have been "essential" but would be nice to have.

Your Space Engine TODO list is progressing well. Please hire as many developers as possible so that you can speed up the process of development and finally complete Space Engine. I hope that Space Engine will be completed and finished by 2018.

Space Engine needs to have an editor to create and edit asteroids, planets, stars, star clusters, nebulas and galaxies.

Also what's missing in Space Engine is a sandbox planetarium feature like Universe Sandbox 2 for simulating and creating asteroids, planets, stars, star clusters, nebulas and galaxies.

Please add those features I mentioned above.

Cesare, Space Engineer is working on SE not once per month, but every day. All features you said are already in Space Engine, will be added, or might be added. I think you need to follow more news on Space Engine. And, don't hurry anything up. You're not the only one to say such things, but please, try to read more on updates and be more respectful that he even does this. 
Oh, and he doesn't have funds for more developers, he is coding all by himself. And he has many helpers as translators and modelers that work for free. 
Really appreciate you like Space Engine and want it to be released as soon as possible, but try to be patient like all other users. Thank you!
EDIT: Here is support page for Space engine. And see the amount of donations when it is updated. There was one event recently that raised the funds. And now you can see that he really needs much bigger support.

Thank you so much for explaining to me that Space Engine is updated every day. I did not know that Space Engine was updated every day. I follow the news regularly, but it does not mention the every day updates.

If you can, please try to encourage more and more people to donate more money for Space Engine so that they can achieve their goals.

Please can someone give me an approximate year when will Space Engine be finished?
