The speed isn't the same across the whole ring, as described in one of the blog posts, the ring is divided in a few thousand parts and each part rotates at the adequate speed.
It's described here in the "Differential rotation" part.
Ah! Cool. I read that (when it was first posted here), and for some reason came away with "for now, all the particles rotate as one solid ring". Really need to work on my reading comprehension!

Edit: Oh, of course! I should try and rendezvous with a shepherd moon! I've done that plenty of times in 980.
