Well, there is no GBP option and the Russian text gave me the impression it was specifically for Russian donors and I'm afraid to incur extra charges for a transaction to another currency.

I see. Paypal does apply extra charges for a transaction in different currency, a percentage is kept from the donation, plus a fixed fee. I gather it's more or less the same for Patreon, a 5% + a fixed fee.
They have whopping fees regardless, if you consider small amounts of money. By donating 10, SE would get around 9 in both cases.

I know that there had been a small group of testers who got to test out Space Engine on STEAM. I'm not one of them to my great disappointment.

Any plans for 0.9.9.0 to see a larger release and perhaps some sort of STEAM Early Access or will it still be closed on STEAM?

i hope 0.9.9.0 is not vr exclusive only... because i have see the steampage for overview, and i dont know if this is space engine or another standalone.

Vader210296, Overview is a standalone built from SpaceEngine.  0.9.9.0 supports VR, but is not VR only.

Not everyone gets Beta/Early access, If everyone had it, there would be almost no point in having beta testers. Please be Patient.

Are the new nebulae going to be in 0.9.9.0? I thought I remember Space Engineer saying it may not be added to 0.9.9.0 because it needed more work or something. I am not sure what the current plans are for 0.9.9.0, and if it will mostly just be new terrain (which looks AMAZING, btw).

From what I have heard, they will be, though volumetric clouds have been moved to a future update.

Awesome! I did not think volumetric clouds would come out until much later. So is there a definite plan for what is being released in 0.9.9.0? I know there is new terrain and planet overhaul, new nebulae, new editor and main menu, some new models for asteroids, comets, and ships. What else does Vladimir want to get done before release?

My main question was what else he still wants to get done. Are there any more big things to get done, or is it mostly optimizing and bug fixes at this point? Or is there not a specific road map, and kind of just getting done what he thinks he can for now?

There's a lot of things to get done. The volumetric nebula, the new planet classification system, new detailed textures, optimizations, etc. Significant work has been done, but that's up to Space Engineer to decide when enough is enough. I personally like how he keeps adding more to this update, even if it prolongs it.  :)
