Change desert world to normal terra

I wanted to change Gliese 1132 b from a hot desert to a temperate terra based on the article I read where they detected water in the planet's atmosphere. I've tried editing the properties with the Shift+F2 menu and have changed the planet's type from desert to terra, but it still looks like a desert. How do I give it oceans and rivers?

You can’t edit with the menu because there are no water so you need to create a script to change in a Terra world.

It would have to produce a terra planet with water.

Detected water molecules in the atmosphere does not necessary mean that planet is Earth-like. It could have a boiling ocean or hot supercritical vapour atmosphere. With 19 times more insolation than Earth has, it cannot be a temperate world anyway. It receives 2 times more light and heat from its star, than Mercury from the Sun.
