If they're half the size of the Moon (and if we suppose the same density), then they should each have about 1/8 of the mass of the Moon.  Tidal force is proportional to mass and 1/r^3, so for Moon A having 1/8 the mass half as far away this actually gives us the same tidal force as the current Moon...

What if Earth had 2 moons?  Like half moon sized moons, 1 orbiting half the distance of Earth and the moon, and the other orbiting where the moon is now?
